We have found no City rule for a temporary container on your own driveway or lot (the City’s Land Management Code is published in a form we could not read). For the street it is different: the City’s own Building and Permits FAQ says anyone who needs to place a dumpster in the right-of-way, street or sidewalk, during a construction project should contact the Traffic Division of the Engineering Department at 301-600-3885 (Engineering is at 140 West Patrick Street, 301-600-1405). We could not find a published permit name, fee or placement conditions for it, so we call Traffic before any street placement rather than quote a rule. If the container needs parking spaces kept clear, “No Parking” signs for dumpsters come from the City’s Parking Office (301-600-1429), limited to three spaces for contractors unless a supervisor authorises more. In the Frederick Town Historic District, the Historic Preservation Commission must approve a demolition before the City will take the demolition permit application; the City publishes nothing requiring approval for a temporary dumpster. The City’s curbside collection does not take construction and demolition waste at all (asphalt, block, brick, concrete, drywall, plaster, stone and wood are listed as prohibited), and there is no city-wide bulk pickup, which is why a container is the usual route for a renovation.
