Weight decides the size on a construction job. A gut renovation, a new build or a fit-out produces bulky, light debris, so a 30-yard is the usual container and a 40-yard the choice on a big site. Roofing shingles, plaster and lath, concrete, block and brick are heavy: they go in 10, 15 or 20-yard containers, loaded level with the rail, so the truck stays within its legal weight. In the City of Frederick, demolition permits go through Building and Permits at 140 West Patrick Street (301-600-3808), and in the Frederick Town Historic District the Historic Preservation Commission must approve the demolition before the application can be submitted. The City’s demolition form asks for a site plan, the plumbing, electric and gas connections, any sprinkler systems and fuel tanks, and either a signed affidavit that there is no asbestos or a copy of the Maryland Department of the Environment’s approval for its removal.

In the unincorporated county, demolition permits come from the County’s Department of Permits and Inspections at 30 North Market Street (301-600-2313): the published fee is $235, walk-through applications can be issued the same day, and the County wants a plot plan, photographs of the building and a map of any cemeteries or historic sites on the property. Walkersville and Thurmont use the County for building permits, Mount Airy uses Carroll County for the whole town, and New Market issues its own demolition permit.

Maryland’s Department of the Environment requires written notice at least ten working days before removing regulated asbestos, and for the demolition of a regulated facility it wants the same ten working days’ notice even when no asbestos is present. Asbestos never rides in a mixed load.

Some towns write it into their code: Myersville’s § 85-15 requires whoever runs a construction or demolition site to provide receptacles big enough for the debris and to empty them often enough that nothing overflows. We set the swap schedule so the container never becomes the problem.
